@Michael Bryant- so it is the 3% that must bear the burden of taking all the risk by standing on the line they drew. Might have worked out in 1775, not so sure it will in 2013.

I Suggest that the Big Picture Solution cannot be achieved till a reasonable majority of the minority can come to terms with a solution that can defend itself using libertarian ideals that conform to constitutional principals, and carry Big Sticks.
